Evergreen is hired by the Western Riverside Council of Governments (WRCOG) to perform a Comprehensive Classification, Compensation, and Benefits Study. Evergreen consultants will conduct a comprehensive review of the WRCOG’s classification structure, including all job classifications, working titles, job descriptions, reporting relationships, minimum qualifications, and organizational alignment, as well as recommend comparable California public agencies for WRCOG review and approval prior to conducting the compensation survey and shall identify the methodology used to select comparable agencies and benchmark classifications. The consultant shall evaluate external market competitiveness, internal equity, salary relationships, salary compression, and the overall effectiveness of the WRCOG’s compensation program.
Lee County, NC
Evergreen Solutions has been hired by Lee County to conduct a Performance Audit. The foundation of the audit is to perform an independent, objective, and reliable evaluation of whether systems, operations, and programs operate in accordance with existing regulations and community needs while promoting high efficiency and effectiveness. Evergreen consultants will: conduct a performance evaluation that provides objective analyses, findings, conclusions, and recommendations to improve program performance and operations and strengthen accountability, transparency, and public understanding; provide a comprehensive assessment of the effectiveness, fairness, and efficiency of County programs, services, and administrative functions; review the organizational structure, procedures, systems, and resource allocations across County government to evaluate their alignment with assigned responsibilities, service demands, and strategic objectives; and recommend practical, achievable, and realistic adjustments to organizational reporting relationships, position classifications, and job functions that will clarify roles, responsibilities, and authority across the organization, eliminate duplication and overlap within and between departments, improve the timeliness and quality of services delivered to residents, and strengthen communication within and across County departments.
Los Angeles County Employees Retirement Association
Evergreen Solutions was hired by Los Angeles County Employees Retirement Association (LACERA) to conduct a Investment Compensation Study and Incentive Compensation Program Design Study for its employees. Evergreen’s consultants will assess competitiveness, internal equity, sustainability, and effectiveness of compensation for all in-scope positions; review compensation practices among comparable public pension systems, including the balance of salary and incentive compensation; identify and quantify salary compression, pay relationships, and internal equity concerns; recommend salary grade design, range parameters, progression methods, and career advancement approaches; and establish governance, oversight, and administrative requirements to support a transparent and sustainable program.
Calaveras County Water District
Evergreen was hired by the Calaveras County Water District to conduct a Total Compensation and Benefits Study. Evergreen performed the following tasks: conducted a comprehensive compensation survey and analysis; assessed the current compensation plan and made recommendations for changes; made recommendations covering special compensation issues including seniority, promotions, and ongoing maintenance; conducted a survey and analysis of the District’s benefits offerings in comparison with the market study; and presented the findings and final report to the Board of Directors.
West Basin Municipal Water District
Evergreen Solutions was once again hired by the West Basin Municipal Water District to conduct a Total Compensation Study. In this study, Evergreen’s consultants will collect market salary and benefits survey data; determine the proper pay structure/ranges for West Basin’s classifications; create implementation solutions for consideration that take into account the current position of West Basin as well as the findings from the classification and compensation analysis; and develop recommendations and guidelines for continued administration and maintenance of the classification and compensation system by staff.
North Charleston Sewage District
Evergreen Solutions was again hired by the North Charleston Sewer District (District) to conduct and Employee Compensation Study. Evergreen consultants will identify and select appropriate comparator organizations, including comparable local government utilities, regional municipalities, and relevant private-sector employers, in consultation with the District; collect and analyze compensation data from recognized salary surveys and public sector compensation databases for the local and regional labor market; and benchmark the District’s current pay rates for each job classification against market data, identifying positions that are below, at, or above market; and provide a summary of market positioning and competitiveness by job classification and/or pay band.
The Island Water Association, Inc.
Evergreen Solutions was hired to conduct a Compensation Study for the Island Water Association, Inc (IWA). Evergreen’s consultants will survey the market to determine whether the salaries at IWA are competitive to achieve external equity and to better assist IWA in recruiting and retaining employees.
